Request for Proposal: Energy Efficiency Consultant for Small and Medium Enterprise Clusters

A.    About ISC

B.    Request for Proposal 

ISC is implementing the SME CleanTech program to promote energy efficiency and clean technology in Small and Medium Enterprise (SME) clusters across India. ISC seeks to appoint a consultant to represent ISC in activities with industry associations, industries and other stakeholders for the program across chemical clusters in Ahmedabad and Vapi.

C.     Scope of Work

The Consultant will be responsible for the following activities:

  1. Coordinate and liaise with industry associations and industry units to plan and organize half-day workshops on energy efficiency for 40 participants in each of the two locations. (ISC will provide the introductions to the industry associations);
  2. Organize and coordinate meetings with industries and associations to obtain consent for energy audits in their units (5 units from each of the two locations);
  3. Collect basic data on energy consumption from all fuel sources as well as contract demand from these factory units;
  4. Support any other related work in connection with the above.

Activity 1 must be completed within 45 days of start of contract and Activities 2 and 3 must be completed within 60 days of start of contract.

Expected level of effort is 30 days for Activities (1), (2) and (3). Expected travel will include approximately 6 trips (approx 14 days) at project locations.   

D.    Qualifications

The consultant must meet the following minimum qualifications:

  • Experience working in SME clusters on energy efficiency through national or internationally funded projects;
  • BEE Certified Energy Auditors, with at least five years’ experience, preferred;
  • Experience in the aforementioned SME clusters preferred.

E.     Submission requirements 

Interested consultants must provide information indicating that they are qualified to perform the services, along with cost information.

Proposals must be submitted via email to jobs@sustain.org, with RFP – SME CleanTech Consultant (Western Region) in the subject line. Proposals must be submitted by June 30, 2018, 5 pm Indian Standard Time. The proposal must include the following:

  • Description of qualifications in a CV (no more than 3 pages)
  • Three references who can speak to consultant’s successful completion of similar work.
  • Cost information
    • The Consultant should quote all-inclusive fees (including professional fee, travel and lodging expenses, along with any relevant taxes) for the deliverables (1), (2) and (3) defined above in the scope of work. The cost of the workshop itself will be paid directly by ISC and can be excluded from the cost information.
    • The Consultant should also quote a per day rate for deliverable (4) as defined in the scope of work.
