Douglas Costle

Board Chair Emeritus

Douglas Costle served as ISC’s chair of the Board from 1993 until his retirement in 1999. He was the US Environmental Protection Agency Administrator under President Jimmy Carter and the Dean of Vermont Law School. His diverse background in both the public and private sectors includes: Commissioner of Connecticut’s Department of Environmental Protection; Assistant Director of the US Congressional Budget Office (where he oversaw policy studies in the fields of energy, environment, agriculture, natural resources, commerce, and transportation); co-founder and Executive Committee chair of the Environmental Testing and Certification Corporation. As EPA administrator, Douglas chaired the US Regulatory Council and was President Carter’s representative to NATO’s Committee on the Challenges to a Modern Society and the United States chair of the US/USSR Joint Committee on Cooperation in the Field of Environmental Protection. He also served as the chair of the US/People’s Republic of China Environmental Protection Protocol.
